I find the scenario of the picture very funny. Celestia's face just looks like 'I am so going to send you back to the moon if you don't stop'.
The anatomy is great, and the angles of all the 'hoofplates' (I'm not sure what they are called) really help portray which direction Luna's hooves are in. The effect of Luna's mane looks very nice, and has a bit of that starry glow.
Celestia is also very good. Her expression is very funny, and her eyes have bags under them, and the messiness of her hair which makes her look even more sleep-deprived.
I was wondering at first why Celestia's mane wasn't glowing like it would be, but it makes sense to me now. Points added for that.
To finish, this piece of art is very enjoyable and quite funny to look at.

This is quite humorous it's the only one that's depicted Luna as humorous or singing for that matter. The fact that it's nighttime makes sense for the entire "Luna' theme about this although there is one problem... OH! wait no there's not this is amazing. But check this out [link]
