Couple of question because you've been there:
1. Do I have to submit a character sheet? The instructions are a little confusing.
2. He's a newborn. Personality hasn't been RP'd yet. If I have to submit a sheet, what do I put as a Personality?
3. Where are we starting?

1. Yes, you need to make him a reference similar to these:

How it appears is totally up to you, but I believe the group wants at least a head shot of your fawnling, and this information:

TWO:
Since his personality will show later, and be influenced, just jot down a little about how he behaves. For example, my boy Danzig was born in Blackwood but is a total sweet heart. He loves butterflies and is a spritely fellow. He loves to meet new people, and explore new places. So, what will Jaz like? Will he like to explore, or stay home? Is he shy or outgoing? Usually, these are personality traits that individuals are born with, so stay basic, and expand as he grows.

Three:
He'll likely be born in the den up in the Iron Hills, where Feanar and his harem live most of the time. Usually rp starts with mother and fawn interaction, but Feanar has been around for a birth before. So, we can do a 3 way rp, or we can just do one on ones.
