I guess, if you look long (and closely) enough, you might find a ton of characters that match that description...

But I was relating to the actress who played Irina Spalko in "Indiana Jones and the Kingdom of the Crystal Skull" (Cate Blanchett) being the pattern for how the Governor should look like.

I agree, that was my first impression of her as well, they do share some personality traits too. Another fun fact, I once knew a women by the name of Pryce as a child, she was the Principal of an elementary school I attended.
