Well, you see I can make these 'model' using 2 programs 'MMD' (MikuMikuDance) And PMDeditor.
It all started off with a synthesizer called Vocaloid, but that is a story of it's own.
I don't know how to explain MMD well but it is a programs that uses 3D model with physics(i.e having hair move freely or dresses, things like that.) and 'bones' (some you can rotate to make the model move, and some you can just move and it works like an invisible string attached to that place) and with different frames, you can make the model move, dance, talk or anything really.
As for the models, they come in 2 files .pmd and .pmx( that is where PMDeditor comes from) and when you load a .pmd model into PMDedior, you can change it's appearance.

You can change it's hair, hair color skin color, clothes, all sorts of things, but if you want detailed skin where it looks real like this one, it usually comes with the base ([link] ) the way to make model is sort of complicated and takes practice, even I can't do it perfectly, but some can make amazing models like this. You can make a mmd model of any anime character really, even Hetalia [link]
And that is really the base of it all.
