That's because both Cifer and Schiffer are the written english translations of the original Japanese kanji. BleachWiki says that it's romanized. I think 'romanized' basically means the translation from the original written form (characters/letters) of one langauge to another language so it's readable in the latter language, (in this case, romanization is used for a Japanese to english translation). Though I am not entirely sure.
Anyway, I took both names Schiffer and Cifer off of Bleach Wiki or whatever that site that is called and it said, "Ulquiorra Cifer... sometimes romanized as Ulquiorra Schiffer..." so they're both correct, Schiffer is just an alternate spelling I guess.
