It's a Japanese program; you can make a rather realistic-sounding robot perform songs.
But when talking about "Vocaloids", people are usually talking about the characters representing these variation of voices/software.

theyre not really characters, theyre just kind of... faces to go with the different robot singing voice programs you could buy
they sort of have personalities in music videos... but it changes from video to video XD
i like the red-head version of this chick better, but this is still pretty neat
