The problem would in fact be the background for this: [link] I've sketched in some simple clouds to fill it up but I just can't find a blue that works (also having the whole sky as a block of colour looks wrong but I don't know what to do, how does one cel-shade the sky?). Any input would be greatly appreciated.

As for the sky, a mild gradient could work well. But it's important to remember that backgrounds aren't usually cel-shaded--they have painted backgrounds which the animation cells are played over. This is the case for all the animation cels I own that have sky in the background. This cel has a great sky background, which might give you some good inspiration. Of course, you CAN do a cel shaded background, and they are becoming a bit more popular with digital animation or simple cartoons, but I think your chap is detailed enough to have a "painted" background.

Glad to be of help, and no sweat on the cel--it is a very nice sky, and I'm glad it served as inspiration. I don't think stealing some color is bad at all. I do it all the time.
And, I am glad it isn't Eight. It doesn't look much like him, except for the hair and coloring. Anyway, yay for dabbling in other fandoms. Perhaps you haven't noticed this is a picture of Avon we're commenting on, ahahahaha. XD

Now that I've slept on it, I hate the drawing slightly less. If you hold it to the screengrab I was drawing from it's awful, but when you look at it on it's own it's not so bad. I guess.
