He looks like a combo of an oar fish, goblin shark and an angler fish, very cool design.

His inspiration actually was based on an oarfish - coloring and inspiration for entire theme, a goblin shark and a six gill shark - in general face and body design, and angler fish - awesome teeth. Thanks :3

Sorry for not getting to this sooner. The dragon is fine in most respects but you have a bit of work on the background. I am going to give you a short list of what could be improved for future reference. I am going to start with the dragon itself.
1. Your affirmatives: You certainly have your bioluminescence (or I think his wings are bioluminescent) and he looks well armored for fighting.
2. One thing I get with many of the other entries is that pressure would probably crush your creature.
3. Another common problem is that your sea is too bright. It should be pitch black or almost pitch black.
You have no more or less problems than most of the other entries. The piece itself is very well done and good for casual viewing. However, it does have a few flaws for this contest.

If you didn't read my description, that would explain a lot of decisions I made with Oorieu.
I believe I did enough research for this dragon. I looked up and studied the anatomy and biology of a seal, an animal that can dive to the deep, example, 5000 feet for the elephant seal. That is in the Abyssopelagic Zone. My dragon however, is designed to live in between the Mesopelagic Zone and Bathypelagic Zone, areas of the deep that are fairly survivable for creatures of similar body mass. "Mesopelagic Zone - Below the epipelagic zone is the mesopelagic zone, extending from 200 meters (656 feet) to 1000 meters (3281 feet). The mesopelagic zone is sometimes referred to as the twilight zone or the midwater zone. The light that penetrates to this depth is extremely faint. It is in this zone that we begin to see the twinkling lights of bioluminescent creatures. A great diversity of strange and bizarre fishes can be found here.
Bathypelagic Zone - The next layer is called the bathypelagic zone. It is sometimes referred to as the midnight zone or the dark zone. This zone extends from 1000 meters (3281 feet) down to 4000 meters (13,124 feet). Here the only visible light is that produced by the creatures themselves. The water pressure at this depth is immense, reaching 5,850 pounds per square inch. In spite of the pressure, a surprisingly large number of creatures can be found here. Sperm whales can dive down to this level in search of food. Most of the animals that live at these depths are black or red in color due to the lack of light."
I based Oorieu on this information and designed him to have similar attributes as the sperm whale, sharks, two creatures that can have substantial mass to them. Another thing I decided for Oorieu is that he can walk, sleep, hunt, whatnot on land, so in this image, he is close to the surface and the rays of light are shining through his wings, creating a red glow. And his wings are not bioluminescent, it is just the lure on his neck. I chose not to design a deep sea dragon similar to viperfish, fangtooth, and anglerfish because they live WAY too deep and they are very small.
