Well, for the six of them(seven if you include Sunset), I think that each of them are buxom and sexy, but thought of ways to make them different. To help explain what I mean though, I'll list two examples. Rangiku from Bleach and Nami from One Piece. Both are buxom girls, and both are skinny front-to-back. Rangiku's breasts are tremendously larger than Nami's, but upon first glance, it doesn't seem that way. The reason for this being their breast-to-waist ratio. Nami's waist is skinnier from side-to-side than Rangiku is, and that gives the illusion of her breasts being larger than they are, and vice versa with Rangiku.
In regards to the mane seven, I utilize this breast-to-waist ratio concept to differentiate them. Understand so far?(There's more, but figured I'd cut this into parts. XD)

Well, for what I had in mind in regards to them, I have a headcannon on them based on their pony forms(waist and ribcage area) coupled with their life styles to have an effect on their figures.
For them... due to constantly working AND watching what she eats along with Photo Finish's reaction to her... I think Rarity has the smallest breasts of the group, BUT she compensates for it by having the slimmest waist of them all, and knowing how to 'flaunt what she's got' through graceful actions and the like.
Meanwhile, I think that the one among them that has the largest breasts would be Pinkie Pie, but this is compensated by how much dang food she eats making her waist the widest of the group(sorta like Rangiku). Heck, were it not for her insane metabolism, she'd likely not be as skinny front-to-back either.
As for the others, well, I'll make two lists. You can ask for the details as to why I think so if you want, for this comment, just gonna list the order of my headcannon for them, going from smallest to largest. Though, this is just 'compared to each other'. I still think they're all quite buxom and sexy for girls their age.
Breasts:
1. Rarity
2. Rainbow Dash
3. Applejack
4. Twilight
5. Sunset
6. Fluttershy
7. Pinkie
Waists:
1. Rarity
2. Fluttershy

With that arrangement, you can see how the breast-to-waist ratio would give the illusion of AJ and Fluttershy's breasts being larger than they are. XD
