They're dating. The royal guard asked if the changelings love for him was fake (since changelings feed off love and he was pretending to be a unicorn), but the changeling is denying it and saying he really does love him.

Changelings don't seem to have much sexual dimorphism in this comic, but the ponies do, and that changeling was definitely disguised as a female unicorn just 2 comics ago

It could simply be that a changeling's gender depends on it's sexual preference. My thought is that changelings don't have one unless they shift.
Chrysallis being female could simply be because she's a Queen. Maybe her role is that of a Queen Bee?
