I have similiar belief that Celestia and Luna are not "real" sister, but they are still sister. Though i have suspicion that Celestia mentions something different, especialy considering Luna's... very young apperence.

Princess Celestia as a pony with common emotion instead of being a god, a machine and a friendship mission dispatcher.

I think that Luna is powered down (not using any magic) right now due to it being daytime. The moon is not being moved/controlled.
Celestia is currently controlling the sun, so her mane is glowing.
