Description [EDIT 6/21/19] After googling the differences I've ironed out that Penelope is a Psychologist (as opposed to a Psychiatrist or Psychoanalyst, which I'd dumbly stated before in my ignorance )

"Pepe" is a romantic-comedy show set in Paris, France, in a world similar to (but not the same one as) "the Looney-Tunes Show" was: the 'normal humans mixed with looney-anthros, no questions asked' type deal. Pepe is a [insert however old you think Pepe LePew is] successful entrepreneur. Intelligent, charming, sincerely good-natured and a hopeless romantic who's always on the lookout for a lasting companion - it's a surprise to many an interested lady to hear that's he's still single...until, well...they meet him.

Turns out Pepe has a problem, he can't seem to control a certain 'reflex' of his, particularly around members of the fairer sex. Unknown to him, his amorous personality is actually masking an "obtuse case of Gynophobia" - a unconscious FEAR of women that manifests itself through the involuntary release of his personal..."fragrance"...whenever he's around them. But why? What could possibly be the root? Luckily he's hired one of the most exceptionally talented and supremely professional psychologists in Paris to help him find the source of his fear. 

...UN-luckily, she's kinda hot.

Here's some notes about the cast:


Penelope (Dr. P): Pepe's psychologist and the co-lead of the show. She's a sincere, talented, but fairly green doctor who has to balance her professional ambitions with her sincere desire to help all her clients make positive changes in their lives. For her Pepe is easily her highest-profile (and highest paying) client and curing him could do wonders for her career...if he could only grasp the concept of "personal space". At the same time there does seem to be a genuinely sweet guy under all the stench and melodramatic moping....not that she's 'interested' in EVER crossing the Doctor/Patient boundary, of course...but the more they talk (and their personal lives seem to keep coincidentally/cosmically/comedically intertwining) the more she notices that Pepe is not only 'not a bad guy' but actually a pretty great friend.

Hampton:  [So yeah, I thought that using too many looney-tunes might make the show seem a bit TOO much like TLTS (not that I'd mind) so I thought I'd fill out the rest of the primary roles with characters from other WB shows, like Tiny-Toons, Animaniacs and the like.] Hampton works at Pepe's (as of yet undetermined but something that you'd imagine a skunk being the CEO of) company as his personal assistant and almost pretty much his best/only friend/confidant. Like in his youth he's still a well organized neat freak who keeps the company running like clockwork while Pepe's out crashing and burning in the dating world - which Pepe is ALSO always trying to drag HIM into.

Babs: Penelope's secretary and 'unofficial' BFF, in that while Dr. P thinks of Babs as a capable - if snarky - employee, Babs considers the two of them to be besties (seeing as how she's the only person Penelope hangs out with aside from her psychiatric peers, who are more 'rivals' than friends). While she may not have the 'book smarts' of her boss she actually excels in common sense and practical thinking, as a result SHE often ends up being the one telling the DOCTOR what she needs to hear rather than the other way around. She ships Pepe and Penelope, but she's not particularly aggressive about it - she seems to think it's all but inevitable, despite "Penny's" protests.

Minerva : A wealthy and famous Parisian socialite (think Paris Hilton)...or at least she WAS until Daddy cut her off. Now she has two options: become a contributing member of society OR attach herself to some NEW money ASAP...aaaand that's where Pepe comes in - as Pepe's current "girlfriend" (according to HER).  She provides a lot of physical humor as she has to constantly pretend not to be bothered by Pepe's stench in order to try and win him over. Penelope see's through her, of course, but her job is just to help Pepe control his condition; his love-life is none of her business...right?

Fifi: Another of Penelope's patients that she's had for a while before Pepe. A recovering autodysomophiliac (love of bad body odor - yes, it's a thing ) she'd been doing quite well until she drops by Penelope's office one day and catches a whiff of the most captivating scent she's ever known and immediately starts chasing after Pepe. This presents Penelope with a something of a dilemma: are Pepe and Fifi really terrible for each other (as she initially fears and tries desperately to keep them apart for the sake of both of their treatments) or are they actually perfect for each other? Is she putting her personal opinions as to what a "healthy relationship" is and her professional ambitions over what could actually be what's best for her patients? Is she even...jealous? In my opinion the best RCs are the ones with the most legitimate rivals.

Max: Pepe's #1 business competitor. Greedy, underhanded and ruthlessly obsessed with cutting him out of the market.

Dr. Otto Scratchansniff (not pictured): Penelope's career rival. More interested in fame than being an effective psychiatrist, he's actually garnered a great deal of popularity (he has his own daytime show) using techniques and fads of dubious scientific basis but great public appeal. A showman with just enough knowledge to convince a audience he knows what he's talking about; he's not really a psychiatrist, but he can play one on TV.  

[EDIT] Instead of two 11-or-so minute parts, there'll just be one (slightly-less-than) full-length story accompanied by a short toon where this version of Pepe fails at being Casanova; crashing and burning in spectacular fashion.

I like the idea, but I think that the series will be more oriented to a teenage audience, because they'll talk about some psychological terms that most children won't understand.

Anyway, I REALLY would like to see someday Pepe, Penelope and Fifi in their own show. That would be awesome, to see again my favourite Looney Tunes characters...

That's really who I had in mind. A lot of the classic Looney-Tunes humor had an adult audience in mind; I didn't find a lot of them funny at all until I was a teenager and could understand all the references and innuendos that were being put in.

I imagined "Pepe" taking one of the time-slots right after the "kids" cartoons end but before the really "adult stuff" begins on Cartoon Network (from about 8-9, est). It's considered part of Adult Swim but - in my area - these spots are usually inhabited by 'softer' material like "King of the Hill" to act as a sort of 'buffer-zone' so any little kids still watching have time to clear out (or BE cleared out by their parents).

Apparently even other skunks aren't that crazy about it, either - though sources vary as to whether it's the stench or just the chemical composition of it (which is irritating to the olfactory in-and-of itself, odor aside).

I also love the idea of Babs and Hampton getting closer as their bosses do. Not necessarily romantic, though that would be an interesting Beta Couple, but good friends who help each other grow. She pushes him to be less of a stick-in-the-mud; he pushes her to do her job better.

This is a fascinating concept! I honestly never thought much of Pepe (feeling kinda bad for Penelope, both for the fact that she always seems to get white paint on her back, and attracting Pepe as a result), but I can see this being a thing! I kinda imagine Pepe being in his mid-to-late twenties, maybe early thirties.
