Yep you can remove it and you can move it along with facial bones 

To hide it in XPS, 

Options -> Make items optional -> choose one ( it will be displayed ) then ok
another window will open ( Display optional item by default ? ) choose no

So I'm currently playing with this model and its awesome but there are a few small problems that when fixed with make this model perfect.  The parts (kazari,mafu,hair) all have the same problem.  They don't work when you move every bone.  It just distorts the model.  There is also a lack of movement in his frontal hair covering his face.  Its troublesome when i want to create the illusion of movement if I can't move his hair and scarf correctly. Still an awesome model though

regarding Scarf : you can move it by mafu root, but this will give you an unwanted results

Hair: unfortunately, no bones for front hair

Kasari : same as mafu but it is hidden

I don't like to change the way of movement of each bone, that is why I export it as it's without any change

I can fix it easily, also ponytail have the same problem

Anyway If you want me to fix it, I can do it

I would like that to be fixed so it would be easy to pose.  If you look at the newest fan art i made using your model the scarf came from a different ryu model.  I also wanted to pose the hair but I couldn't do that either
