In the extra of the volume 3 (the paper version) we had introduced the "clans". In VtM (Vampire the Masquerade), Vampires are divided into clans with different characteristics. Malkavians are strange and mad vampires... The Madness Network, also known as the Cobweb is a psychic link shared by all vampires of the Malkavian clan.
And just to be clear, the Prince and the Magister are the same person
