The other one is Scamper. He is the car that came with Metroplex.

Outback, Bumblebee, Goldbug, Hot Spot, Rollbar, Skids, Snapdragon... but I can't place the other Transformer.
My recollection of the humans is spotty, too. I figure the guy on the right was one of Spike and Sparkplug's coworkers, but I don't remember if there was any further significance beyond that.
Awesome piece, though. Love it! So many faves...
