Mildred "Millie" Mutiny is a singer who got her start at places like Clip Joint and the theater until being given the opportunity to "make it big" in the city by working for the Devil at his casino. With the help of her now ex-boyfriend King Dice, she landed a job working there and is now a well known singer throughout the city known for her smooth vocals and seductive act on stage, earning tons of tips from poor shmucks who think they have a chance to impress her.
She caught the eye of Goopy Le Grande while performing one night and the two formed a friendship until Millie broke up with King Dice and came to Goopy to confide in, which led to him confessing his love for her and her feeling the same way.
The two got married and Millie moved back to the forest with him, where they had children together and maintained their careers while also being parents.

Millie likes to challenge social norms by being an "improper" woman in the 1930s. She drinks, wears provocative clothing, flirts, wears dark makeup and gaudy jewelry, and always knows how to get what she wants from someone. She's best friends with the Devil's husband, Lovely Reaper ( Radicalhat 's amazing cuphead OC) who always shares the juiciest gossip around the island with her. She also is friends with quite a few other Inkwell Isle natives, but their relationships dwindle in closeness after she leaves for the city, but reconcile after she returns to the forest as Goopy's wife
