I normally use Clip Studio Paint EX. ^^
For the water effect, I used 3 brushes. The first one is the rain brush (for manga drawing) downloaded from Clip Studio (for logged-in users). The second one is spray-effect brush used on the shoulders. The last one is just regular brush used around the characters for more details.

It's very similar to Photoshop. But in my opinion, it's more capable of painting comparing with Photoshop. ^^
