That's a deHavilland DH82 Tiger Moth, the Commonwealth's most common training plane in WW2.

Double decker is not the right description you know, a double decker is a bus or vehicle when you can seat on the second deck.In the example of this airplane, it would be rather very uncomfortable to seat on the upper wing.As in the title, it is called a biplane.
