After the end of WW3, European Federation, United States of America and Russian Federation reached a peace treaty which included the configuration of new borders between the superpowers:
E.F. was given back Poland and Finland in exchange for the Baltic states which were left at the mercy of Russia.
The border between them was completely militarized streching from Norway down till Black Sea.
Much of European Southeast is still in turmoil and occasional war between the fractions of the Forgotten Army.
New Commonwealth was reclaimed by E.F. following the war with U.S.A.
Russia reclaimed all of its former Soviet states and is now in process of extermination of other non-Russian ethnic groups.This lead to pogroms against Muslim population which fled across southern borders to Muslim states. Russia reached a deal with Japan concerning Kuril islands with written promise of non-alignment with U.S.A.
U.S.A. accepted the new reality but continued to influence two thirds of Pacific and the Americas.
China wasn`t involved in the WW3, but managed to use it in own favor since U.S.A. was busy fighting other two superpowers, taking Taiwan under control.
Russia developed cloning to extreme, using it to replace the population deficit and boost manpower in millions whenever neccesary.

Sorry I had a idea that Japan, Philippines, South Korea, and India with support from Australia formed the Alliance of Nations in response to China expansion and with the USA at war and their main defender else where and in 2013 Japan given permission to rebuild their armed forces and sell ships to the Philippines till recently with their oil rich islands they used it to build up their industry and reinforce outdated defenses to deter any China Aggression.
Luckily China was busy keeping their North Korea in line at the moment.
With the return of the US 7th Fleet and war created 8th Fleet to their defense commitment in the area the newly expanded Midway Naval base.

And then the UK + Ireland joined the EF?
Officially, as part of its lore, the UK/Ireland were not annexed, instead forming their own "New Commonwealth" power bloc (with, maybe, a few other countries in world, e.g. Canada, Australia etc) as, I believe, they were not ready to agreeing to give up their sovereignty just yet, but were allies with the EF (allowing EF forces to occupy/defend satellite uplink sites in their territory, instead of the USA).
