People often talk about how unfair Whitney's Miltank is, but even before you face her, you first had to overcome Bugsy's Scyther, who's also a rather strong Pokemon to face at an early point in the game; even if you choose Cyndaquil as your starter, Scyther's faster base speed makes it harder for you to sweep without the right type coverage. Fortunately, Scyther is 4x weak to Rock-type attacks, making it a bit more bearable to face if you have a Geodude or Onix.
With that said, Miltank definitely is a large difficulty spike if your party isn't leveled-up enough, and even those who are resistant to Rollout won't last long from that attack (due to Rollout's base power doubling with every consecutive hit).

There are tons of Normal-types to choose from, so her team could be basically anything in the Mega universe. But if it were up to me, I'd probably keep her team the same from HGSS, except I would replace Clefable with Mega Lopunny, because Whitney uses a Lopunny in the PWT.

Why not switch to Fairy?Β It'd spare any other new trainers a fight with that Miltank...

That would require a lot more changes to Whitney and her Gym than just replacing Clefairy.
