I remember when it was Cosmog that was the Pokemon Lillie was associated with most, rather than Vulpix.

The anime changed that real fast. Although lots of Japanese people still pair her with Cosmog. The thing is Nebby wasn't her Pokemon. Sure she looked after it but it wasn't hers. But Snowy/Shiron is owned by her. She even raised the egg. So that's likely was people prefer to associate her with Vulpix. Heck people were doing it even before the games came out.
