Having one of my dark days again, so out comes the black paper and the pastels...Sane is a four-letter word.
This is actually KJ, my Furcadia character, having an IC moment as the Joker.

You've nailed the classic look and Joker expression here. Really. As in 'sat there and hammered said nail four inches deep' kind of nailed it. Ah, that's really just an overly flowery way of me saying: "Holy crap!"...but here we are. Hee.
Anyway. Black paper. I love it when people draw on black paper, especially when they do it as well as you do! Just makes those colour highlights and other points of visual interest [detail, ect] look so much brighter and so very striking. Rather agree with the 'looming out of the dark' effect that ~DrowElfRocker suggested - makes him look delightfully creepy, too. Mmm. Fear/trauma. Just can't take my eyes off that wicked grin - or the glint in his eye, for that matter!

I've really been reading far too many comics lately, and this particular psychopath has a morbid fascination for me. As for the black paper, I only use it when I'm not afraid of getting pastel dust everywhere.
