I don't have a tutorial, but I can try and explain the process.

and I filled major areas with shapes where there are drastic highlight and shadow changes. I basically did a very rough vector. For the hair, I zoomed in, and started painting pink, blue, and orange small pixel strokes where the contours of the hair change. This took a very long time actually, as I had to create a ton of strokes.
For the face, I would use the pen tool, and create fills with the bottom portion of the fill curved. Then I would go and erase the top of the fill, so you just have a transparent to color gradient. I would set this on normal or overlay with various opacity, and create a shadow under it with the brush tool. I did this a lot. After that, I would get the circle brush tool, and brush in some color. I would also fill in different portions of the face with various patterns.
Like most things, it's really not that difficult to do. It's just time consuming.
