This is certainly a strong shot that catches your attention for the story it tells about the person captured.
The fog removes all colors and plastical shadows and reduces the motif to its outlines. It also helps with the composition because it makes the background vanish, so you don't risk any disturbing elements in the background. Fog photography lives from its silhouette-look and many different layers of objects fading into the background. In this aspect, your picture doesn't really give the viewer much to discover, it's all seen on first sight. It was certainly hard to catch this moment already, but it would have been even more interesting with something faint in the background (preferably a halfpipe ^^). As this is a snapshot, you didn't have any influence on the motif though. So if you go for simplicity, you should try to really limit the picture on simple shapes. While the lines on the ground and the lantern to the left suggest something where the person is coming from, it needlessly distracts from the main motif.
This leads to the next suggestion: I would crop off some part of the left. Why? You got a horizontal movement there, the person runs from the left to the right. But the person is centered. A centered position makes the motif appear static and calm. If the motif was positioned more towards the left, you would get the impression that it's moving towards the center, to the right. That's a principle of composition I've read about.
You have no colors here because of the fog, but it's not completely monochrome. It got some kind of sepia tone. I'm wondering why you didn't make this monochrome, maybe you wanted to have this "photo album" look. Like an old photo from grandpa's memories. I think the picture would get a different atmosphere in black and white. It would look less inviting, it's up to the viewer if that would fit to the concept. But you lightened up this picture a lot, didn't you? Because there is a lot of noise (especially on the person) although ISO is only 100. I like the light from the left and the shadow it casts under the person. But it would also look interesting if the light would come from where the person is running to. Running to the light, you know... But - snapshot, you had no influence. Again I think you would get a different atmosphere if you had more contrast. Not a better or worse atmosphere - a different atmosphere.
Now, the interpretation: The title. It's called "Carefree Life"... because the person is running to have fun with his board, right? The surrounding looks anything but welcoming though. I can imagine some kind of monster chasing the person because the fog makes me think of some horror scenes. What I like is the slightly raising horizon - it's "arduous life", you must run to reach your destination.
