Like many said before me, The background has a very high contrast and it is very detailed so between that, the characters stomp-kick effect and what appears to be rain it is simply so much, too many tiny lines moving.
- Reduce the amount of "rain effect"
- Instead of making the background move, move the camera for that stomp effect
- Really prioritize What i tn that character effect is really necessary
Other improvements could include more frames in the beginning of the characters movement, this is important if this will be a standalone GIF or the beginning of a scene, or if you switch to that character suddenly in your movie. So the person watching understands what happens.
Overall I think your work is great, fun and interesting and keep it up and keep improving!

I think your effects are good, you just have to much of it, if that makes any sense to you.

As Meteorbios said, not the effect (well, it's is a little bit "jerky" (I am using googletranslator it can not be the good word)) but the background moving, the withe slashes are poping in the eyes yes.

then quit after I graduate High School
I just wanna beat someone
First do dollyo chagi (right foot) to his body then using the same foot do a feint round house,
If the enemy bought it and cover his side of the face to defend slide/step in that blind spot(in this case
using the feint right foot as slide/step) and finally following it with a round house(left foot) on his face.
the result will be like on his perspective is I kick him 2 times then I disappear then a kick him in the face
without giving the time to react. you can do it without a feint but you must be quick to land a clean hit on the face
so that's why you have fighting animations, you can still learn Hadouken,
oh I know find Dan he can teach you hadouken
