You still mix both cell-shading and soft-shading. I think it give a great effect! I really like the ribbon, especially how you did the node in the center! The markings are well-done, I like how you cared about fur's direction! I don't think the light on the leg is in the same direction as the fur, I found it weird. I really like how you alternate between orange and yellow for the lighting! The pose is great and funny!
I noticed that sometimes you do eyebrows, sometimes not.
I also noticed that you do not draw the line between the center of the muzzle and the nose (click here for a better example ). It's your style, but I just think it could do something nice if you try to add it (I don't force you anything, just something I noticed).

Ahhhh, thank you so much! Maybe the lighting is a bit weird, I don't know. I'll have to look at that!
And yea, I kind of do them depending on whether they feel fitting! This was someone's real life pet, and it didn't really feel fitting to include them - characters look more "animal-like" without eyebrows, and I feel like that fits better for pet images! Sometimes it is more random, however.
I do not understand what you mean with the nose line... I always lineart the nose completely
