The first two stages seem barely different, I think you could scrap the first one and lose very little.

To be honest, when I began this evolution line, I made the first and last one but for me the evolution was a bit too different. Moreover, if I compare with the Clefairy, Jigglypuff, Chansey lines, they are, all the time, 3 per line.
I agree with the fact that the first and the second one are pretty similar but it wasn't too weird when I compare with Cleffa/Clefairy.

Yeah but Cleffa, Igglybuff and Happiny were introduced after the original line, so it's different.
Especially Cleffa and Igglybuff, they're basically simpler versions of Clefairy and Jigglypuff, for the sake of introducing baby pokΓ©mon and eggs.
If you're going that route, then maybe the first stage shouldn't have the hair fluff and should be completely pink, as to stand out a bit more.
