She is Francesca, as far i recall she was a mascot character for... tourism in a certain city in Japan? maybe it was something else, but it also passed something like 10 years from where's this character was (somehow) known, especially for this model on Miku Miku Dance community, but even after all this time she still a cutie!
EDIT: Made a little research and i find that she is the moe personification of hokkaido, that gives life to this model, some songs and a unknown anime series made back in 2014 (and no, it wasn't passed 10 years! Silly me, what i was thinking? Anyway, i tough it was more older) known as "Francesca: Girls Be Ambitious", some sort of fantasy anime sets in hokkaido, more about it is at this link:
