As you can probably tell, I've just ripped the Nine Inch Nails title, but it was soooo fittingTime is short, people move, things are ephemeral. The good old clock stands still in all photos, though

Very nice photo, the black and white plus the blurred movements really do express a ghostly feeling to the scene.
The composition is well balanced, cleary divided on three horizontal focus areas.
One thing I would try to do is somehow adjust the brightness of the illuminated column, because it stands out much more than the clock. As you said, time is short, and only because I read and appreciated your artwork slowly I could understand the clock message.
IĀ“m sure you will add much more value to your concept if you manage your focus point towards the subtle clock symbol.
