Sirius becomes small? Say, about 4 foot 10 (147cm)? That's how tall I am. A man that height would count as a "little person." I'm sure Sirius, used to dominating people with his presence, absolutely hates being a little person. We're never told whether or not Flitwick dislikes it, but he's always been that way so he's used to it.
Okay, I know you mean he becomes a small child, but becoming small and becoming a child are not the same thing. And he does not look like a child in your drawing.
