haha sorry I haven't noticed about the reply button below the avatar haha.Well it pretty easy actually.You draw a curvy line using the brush(preferably the size around 3 to 5)and then you double click the layer and just tick the outer glow and try to play with the levels until you a nice neon-like effect.All the best!
