As you can see, Cyrus is giving his speech while Andreia & co. wreak havoc, instead of battling her. What's the point, anyway? They'll have their moment at Spear Pillar. Not to mention that you battle him before battling his admins... At least, I gave commander Charon some plot-related screentime after his 2 cameo appearances.
