and you have to press a lot of B button of her long dialogue XD
You find her on some set routes where she is standing nearbly something interesting (to draw...)
While Professor Tipsy....heehee, you have to look on route where's swarm for rustling grass or a dust in the desert and he will jump out on his Gustav

Rematch with Professor Tipsy is on lv 100 and you need to have at last 553 Pokemon in Pokedex SEEN. Not captured, seen

How to start this event in game?
You need to download the item from the event ( ) which is their book they made in Hoenn region.
You will have to go to Professor Rowan's lab and talk with him. He will notice you have that book that Weirda told him,
but he havent knew it's already published. He will tell you they're somewhere in the Sinnoh x3
After you have beaten Elite4 you can double battle them. Don't ask me where you will encounter them together...
....
It is still unknown where and when !
