That truck reminds me of one of those standard gauge slate wagons seen in Journey Beyond Sodor.

Such a weird dichotomy, Sodor has; modern Class 43 HSTs running non-stop to London right next to unfitted wood-bodied 3-plank wagons. Kind of wonder, are those older trucks only used on Sodor? Do they need special transfer facilities at Barrow-in-Furness? Because I can't imagine Railtrack would be too happy with letting antiques like these onto the Other Railway.

Presumably these older trucks would be used exclusively on Sodor, while any trains heading to/from the Other Railway would be made up of modern wagons owned by Mainland companies. You hear a bit about this in Donald & The Breakaways from one of the annuals. Donald's train to Barrow is made up of Sodor trucks, but the ones he brings back are implied to be Mainland stock.

That's actually a really good question.
It's called Network Rail. Railtrack became defunct in 2002.
