I got this idea from the updated Ranks position for
For my Smoker OC, Hazard's, spy position, it's been said that members of the spy unit often have to work in cooperation with torturers for information-gathering purposes.

So, what we have here:
Hazard, with the help of S&M, is interrogating some Common Infected, whom has been found to be used by a rival gang for infiltration and reconnaissance purposes. And yes, S&M stole the poor guy's right eye =u=

Their victim's remaining life-span will be determined by how long S&M wants to "play" with him, but Hazard has everything he needs to give his report to their Leader, Tongues.
