Your eyes are always the draw to your images. It's appealing to bring in such a strong colour to pull the viewer's eyes from that focus.
Plenty of folks have stated the positives that I can agree with, but I'll try to offer some critique (of the image, not just the subject. I frankly have no problem with the brows, although the condition of the nail polish was a distraction. Please forgive that shallowness.)
I believe that the image would be better served to have included more of the top of the portrait. I'm unsure if you cropped the image or simply got the shot in too close. I think it would also help balance the strength of the red by placing it more firmly in the bottom half of the image. Likewise, the tone of the skin is useful to balance the red, but I believe the lighting is too stark. A bit of filtering could soften that (either in lense or post-production). Lastly, I guess I will speak on the actual model aspect, I would manipulate the stray strands from the forehead. They are so few that they give a spiderwebbing to that portion of the image.

The scarf is lovely, but the eyes are the heart of the piece. I love how they seem to reflect the sky, signaling that while the subject is physically here among us, her head is in the clouds.
