It's fine!
Ksi Gregory is mentally unstable. His personalities haven't completely separated like in the original universe, but he gets drastic mood swings and, during one, killed some people. In the real world, that could easily mean a life sentence or capital punishment, but in his world there is a large focus on rehabilitation, "fixing" criminals to send back into the world as productive citizens. Gregory has been through rehab and made great strides. Still, they keep a close eye on him. Make sure he takes his medication, stays in a calming environment, etc. He can't go anywhere alone (usually they send someone from the institution to escort him, but in trying to reintegrate him into society they sometimes let him take certain taxi-services which are trackable online). Gregory tries very hard to follow their rules in the hopes he can eventually be free of them.
