I think I know why a tree guardian spawns. If you don't plant pine cones after each tree you chop down it comes. Of course I could be wrong and hey just randomly spawn for no reason because Maxwell just wants to be an @$$.

From what I read, Treeguards spawns ramdomly when you chop down trees (something like 1% of chance to spawn). But if spawned, you can calm them by plant pine cones.
So, yes Maxwell is an ass.
