Unless I'm mistaken, that has got to be engine #91 the Courage - a 2-6-0 Mogul operating on the 16" gauge loop around Travel Town Railroad Museum in Los Angeles, California near Griffith Park.
Would my assumption be correct, as it's 80% research and 20% intuition?

Oh. Well, it was a US Army Baldwin Locomotive from World War 1, and five were preserved. I think the locomotive in the picture might be one of them, that's if this picture was taken in Australia, because that's were one of the locomotives is preserved.
