The only real way to start drawing is to just do it. It's a process of trial and error. Every mistake you make is a step forward because you're slowly but surely learning what NOT to do. That's the best way I can describe it. Making mistakes is actually one of the best things you can do as an artist. I find I learn the most when I'm experimenting the most. For instance try not to always draw the same nose on every face you do. Draw a huge nose, a tiny nose, and every nose in between. It's all about always trying new things and figuring out what works.
If you're very much a beginner artist I'd say start by getting the book Figure Drawing: Design and Invention by Michael Hampton, It'll show you the basic breakdown of the human figure in almost the exact way I've learned it, but keep in mind this is a rigidly academic book, so learn what it has to teach you and then always make sure that you're simply using that knowledge as a guide or starting point for your personal experimentation.Β

Draw from photos and take your sketchbook EVERYWHERE. I'm learning that watercolors (not the ones in the tube, but the cake ones) are very cheap and practical ways to take your sketchbook on the road with you. I recently bought this set from amazon and love it. It's only 20 bucks and also comes with a waterbrush!Β

I also recommend the Rendr no bleed sketchbook. It's amazing. I don't know how they do it, but no matter how thick and wet I apply the paints to the surface, no matter how much marker I use etc. it never shows through to the other side of the page. It's amazing because with ever other sketchbook I've had I tend to only draw on one side of the page because ink, paints, and marker always bleed through. Not with these puppies.

If you want great examples of how to paint and use photoshop etc. look no further than youtube. There are plenty of great tutorials there for everyone to learn from. Also if you have patience to read a book while you're working along this one seems to be great for learning color.

And as always, study from the people you love the most. Whoever you think is the greatest colorist ever, try to learn from them. Whoever you think draws the best faces ever, try to learn from them. Yeah that's what happened to me. The japanese Manga is way ahead of the show so I spent like a whole day reading all of the manga.
