Do you get it? Huh?Well, if you don't, I shall explain. There's Lelouch. He has geass: the power to bend a man's will (which, by the way, could be very useful). If he tells someone to do something while making eye contact they have to. So, basically, if he makes someone do something, he's doing it. But they get all the blame because it was technically them physically carrying out the act. Genius, is it not?
