It's all part of the theme of Earth-L. Every superhero is a U.S. government agent and everyone not working for the government is a super-criminal or on the run from the government watchdogs. Earth-L is a Elseworld. I am working on Booster Gold for my Earth-44 and he will look very much like the traditional Booster Gold that everyone knows and loves.
