He was the main villain in a filler arc in the Naruto Anime. The filler was set between the Tsunade Returns arc and the Sasuke retrieval arcs. Aoi's not in the manga so technically he's not a strict canon character. In the episodes Aoi Rokushou used to be a Jounin leaf ninja, but left the village to join rain village, and he stole a sword that belonged to the Second Hokage. The fillers say he was the one responsible for giving Ibiki some of his scars. When Team seven fought him in the episodes Sasuke cracked the sword blade with his chidori while Naruto broke it with his rasengan.
The arc is one of the better fillers and gives Sasuke extra reasons why he was upset at his lack of power. Also it involves Oboro's team working with Aoi.

Yeah, and it kinda follows the idea that in the Manga Naruto hasn't really killed anyone, while Kakashi has killed off a couple characters Naruto was trying to, but didn't quite make it.

that is true to. though in the anime i have seen, he hasn't offed anyone yet either. though aoi was thrown down the cliff, and he came pretty damn close to taking down the glasses guy that works for orochimaru (i keep forgetting his name. i think its kabuto, or i might be confusing it with the dude with all the parisetic beetles calling his body home.)
i've seen past the part when sasuke and naruto went head to head and when naruto first got to the hospital after. i got an odd sense of joy when naruto kept ragdolling sasuke when he got an advantage with the fox chakra. that was the msot fast passed fight i have ever seen in naruto.
