Yes he's a villain, a pretty bad villain though .w.; He doesn't think much and prefers to destroy stuff before thinking. He's also pretty mischievous and overally a meanie.
He has control over a fusion of chaos energy and static energy. In summary, he can summon some pretty powerful lightning! Plus, he has certain control over static. He would be more skilled, but he's kinda stupid lol.
