I never have heard of it. I have used something free called Pencil lately but it does not work anymore due new updates on my computer. :3

Is TVPaint free?

It's actually very expensive, I'd suggest sticking to the free animation software unless you're filthy rich or a pirate.

Neeh. I m neither of them. But somehow I have been unable to find anything free to make simple pen animations like this one: www.youtube.com/watch?v=W0odRx…

Yep this one is really  old and made with Pencil. But Pencil does not wanna export animations anymore. :/ 
If you know any I would be happy if you helped me out. :3

I don't know much about the free ones, but google gives me a few like inkscape, tupi, scratch, monkeyjam, etc...
