The quote that ended the series . . . and offered hope for the future. . . .
I loved Dark Souls III.Β Not only was it my favorite in the series, but its endings were the most meaningful.Β Being the last in the trilogy, what you choose to do at the end really does matter.Β The First Flame is on its last breath, and so your choice and part in the cycle is more heavy than it has ever been before.
The End of Fire is my personal favorite ending and the one I went with on my first playthrough.Β Even though the scene depicted here is different from what's shown in the game, I think it symbolizes the moment well.
To see the Fire Keeper rest her head against the Ashen One is very beautiful here.Β It seems to suggest the quiet bond they have developed throughout the game.Β They are partners and both ushered in the next Age.Β Both still have work to do, and they'll see to it together.Β The way the Fire Keeper rests her hands tenderly on her dear friend is a wonderful gesture.
The dark gray sky, the polished metal, the worn fabric, and the bright embers that float on the air.Β Such beautiful detail.Β The ruggedness of the metal and the long, braided hair were drawn beautifully.
No matter how deep the dark reaches, there will always be light, for both are one and the same, both needΒ each other to exist.Β One day . . . fire will appear again.
Like Dark Souls III and the series teaches us, Death is inevitable and all things must come to an end.Β But despite this fact,Β there is always hope.Β You just need to be strong enough to hold it, to seek it,Β and continue until the end.

They're the player character and the Fire Keeper from Dark Souls 3.
The former is named whatever the player chooses to name him/her, but usually addressed as "ashen one," or "unkindled one," because your character is a revenant raised from ancient, cold grave ashes containing not even a spark of fire-- but where embers might still burn, for a while, should they fall there. Metaphorically, you're a sort of divine fire pit.
Undead, in Dark Souls, seem to be humans touched by divinity, which usually withers them into Hollows, but can also allow them to ascend to a form of godhood. (In DS1, a "Hollow" was necessarily a mindless husk with no memory of its former life. By DS3, however, there's been a progression-- Hollows can not only be sane, but highly rational; there's an entire nation of the things, complete with its own church.) The Unkindled are a type unique to DS3, and a hint of how far the universe has wound down by that time-- the vessels used to gather the fire no longer necessarily carry any spark of their own, and have so little link to either Fire or Dark that they can't even go Hollow unless their darker potential is drawn out.
The nameless Fire Keeper, too, is undead-- like you, she cannot die until her duty is fulfilled (or her/your failure is absolute). Her purpose is to tend the eldritch bonfire that your quest circles around, and to use the souls you gather to strengthen you. However, her power is drawn from Dark, and so she's blinded to prevent her from being tempted to betray Fire and pursue the world the Dark would show her.
One of the possible endings to the game allows you to give her eyes, and then use her power over fire to betray it. The author's quote, above, "Ashen one, hearest thou my voice, still?" is from that ending, after everything goes black. The Fire has gone out, but you, and she, remain.

Ambiguous, with implications. "I tend to the flame, and tend to thee...."
It's not clear whether the Fire Keeper has/develops feelings for the Ashen One, or whether it's just that the nature of her duty has certain subtle overtones. The process of leveling up in Soulsborne games has a long-established pattern of coming across deeply personal, if not sexual, dating back all the way to the original Demon's Souls, with varying levels of creepiness. (Dark Souls 1 is I think the only exception-- you handle your own leveling-up.)
Like many things in Soulsborne lore, the specifics are never directly addressed.
