This situation never seems to happen to me atleast, with the only REAL instance of a situation like this is with Swellow in R/S/E. Pidgeot, Noctowl, and Staraptor atleast appear big enough to carry someone, but I'm not sure about Unfezant yet. Also by the time I even get Fly the regional bird I have is already fully evolved.
