Description
The Liao Combat Intelligence Centre is actually a backup HPG facility used for interplanetary communications in a system that was "requisitioned" by the Liao forces to facilitate communications, increasing coordination of logistics and providing a direct link to Central Command.

The facility is equipped with a miniature but powerful HPG satellite dish and two radio satellite dishes for planetary transmissions.
Besides that, the station virtually has all the equipment necessary for it to be converted into a C3 facility with a minimum amount of effort.

With this facility, Central Command is able to judge the chances of success for an assault force because they can monitor progress almost in realtime, thus they can authorize the use of more expensive armament, dispatch reinforcements or authorize the use of special resources in a more timely manner instead of having crucial messages sent via Jumpship with a delay that could last weeks in between.
