Leon is indeed a Grey Wolf Pup. Noble, Loyal, and Kind, Leon always puts others above himself. He's a good leader and a smart little pup.

Coming to Adventure Bay, Leon wanted to meet to Paw Patrol and be friends with them. But his arrival couldn't have come at a worse time.

Mayor Humdinger and the Catastrophe Crew have finally crossed the line. Desperately the win the highly coveted Best Mayor of the Year Award, Humdinger actually kidnaps Ryder, Alex, and most of the Paw Patrol to keep them out of the way. By the time, Leon came to the lookout, all that was left what Marshall, Rocky, Skye, Cubby, Reggie (regulus58 ), Blitz (ReadyUnknownFox ), Pepe (gottemsquickfoot ), Robin (Rae-Chan13 ), Chester (thetrans4master ), and Mark (LevelInfinitum ).

Leon, realizing how things are, and how scared some of the remaining pups were, agrees to help them out, helping the remaining pups come together, under Rocky's Leadership.

Together, the Paw Patrol rescue the others, expose Humdinger's actions and get him ARRESTED, let alone disqualified from the contest.

Adventure Bay and the Paw Patrol were helpful to Leon for helping the team. Leon was just happy to help. After all, all he did was remind the team that, well, as a team, they could still get the job done, and it was Rocky that led the team in the mission.

Despite this, Ryder, realizing he was a great pup, makes Leon a member of the Paw Patrol. Though as a jack of all trades and master of none, he couldn't have a specific roles. So he's just a member, just helping whenever an extra paw is needed.
