Makes sense. Ra's always does rise from the dead after a little dip in Lazarus Pit. And, to be perfectly honest, from what i've seen about Ba Sing Se, which is the supposed Earth Kingdom Capital if i don't remember wrong, then Earth Kingdom needs a reset, burn it down and re-build it.

I actually have an interesting story about this.
In the beginning, Azula is full on Joker, locked in yet another battle with the Wolfbatman, when suddenly an airship arrives to break up the fight. The symbol on the ship is one Joker instantly recognizes: the symbol of the Phoenix King. As it turns out, Ozai had several followers who remain loyal to him even after Sozin's Comet, which number in the hundreds; his own personal army. Even though he has lost his firebending, he still has strong leadership abilities and commands the respect of the League of the Phoenix. He has come to reclaim his daughter so that she can stand by his side when he purges the world in fire.
At first, Joker is all for it, but Ozai also requested the presence of Wolfbatman, which of course Joker is less than pleased about, but eventually relents and both are taken up with Phoenix King Ozai to his hideout near Ember Island. He explains the purpose of his work and the fact that he knows that Sokka is Wolfbatman, prompting Joker to laugh and talk about how anticlimactic this revelation is.
Azula: Beneth all the sturn und wolfbatarang, you're just a little boy in a playsuit crying for his little sister. It'd be funny if it weren't so pathetic.
Ozai: Azula, that's enough.
Azula: Oh, what the heck. I'll laugh anyway. HAHAHAHAHAHAHAAAA!
Ozai: AZULA!
Azula: (stops laughing) Aw, you're no fun, daddy.
Shocked at her newfound disrespect for her father, Ozai takes Joker to be reeducated into being a more proper princess for her Phoenix King. Thanks to the grooming, the encouragement, and the kind words from Ozai, eventually, she starts gaining clarity, and the Joker starts to fade, to make way for Princess Azula, daughter of Phoenix King Ozai, and, much to Sokka's shock and disgust, future betrothed to the Wolfbatman.
Phoenix King Ozai has a grand plan for the future, which involves burning the old world in favor of the new one. However, this plan is so grand, that he fears that he will not live to see its completion. That's why Sokka and Azula are here. As her progeny, she can bear a child and continue the bloodline of the Phoenix King, and Sokka, with his brilliant mind and skills tempered from years as the Wolfbatman, will be the perfect choice to be the Phoenix Prince. Wolfbatman refuses the request of the madman, prompting Ozai to declare him an enemy of the League of the Phoenix and ordered his men to attack, Azula standing back and watching the ensuing mayhem.
It was during the fight between Wolfbatman and the League of the Phoenix that Azula realized that Ozai's dream of a orderly kingdom with him on the throne is a lie. Ozai didn't count on the Wolfbatman turning him down, and surely didn't expect the ensuing chaos that erupted. Chaos. The only true constant. The ultimate punchline. Ozai didn't get the joke. Sokka definitely didn't get the joke. But they will soon. And with that all the conditioning that Ozai put Azula through was undone, and she started laughing uncontrollably. The Joker was reborn.
Eventually, the hideout starts to collapse and Wolfbatman makes his escape, but not before seeing the Phoenix King stare down the Joker for a final showdown. He never saw the outcome as the building explodes, but as he looks down from Appa, he can only wonder what could have been. This was the first time he ever saw Azula sane for the longest time. He wondered if there was any hope at all for her.
He can only wonder as the palace of the Phoenix King is consumed in its own fires.

There's no clear consensus. One theory is that Azula takes on bits from both Joker and Talia, which opens up the possibility of a most messed-up relationship between her and Sokka.

So........... Azula and Sokka will have a kid later on? Damn, must have been one helluva crazy one-night stand between those two. *Cough* Damian Wayne*Cough*
